If you google about this, then in the blogs and forums it is referred as the test signal of Idea-Vodafone (VI) 900MHz test network but it is not true.

This signal is frequently available in the Delhi NCR region, more strongly near the Air Force base station. 

Yes! You're thinking in the correct direction. 404 999 3G is the MNC code of Indian Air Force (IAF)'s owned Airforce Cellular (AFCEL). This 300 cr. WCDMA enabled cellular service was launched in the October 2013 with the collaboration with Alcatel Lucent India and HCL. It aims to provide secure communication among the Airforce warriors.

IAF has given more than 1 lakh mobile phones to its personnel of the rank of Sergeants and above to connect and provide secure 'end-point' connectivity to the air warriors deployed across the country.

Initially in the phase-I it was launched in the Delhi NCR region but now it can be spotted in Bengaluru and Mumbai also.
